Is it possible for you to work and keep your Medicaid health insurance?
Wisconsin's Medicaid Purchase Plan (MAPP) offers people with disabilities who are working or interested in working the opportunity to buy health care coverage through the Wisconsin Medicaid Program. Depending on an individual's income, a premium payment may be required for this health care coverage.
What are the eligibility requirements?
To qualify for the Medicaid Purchase Plan, the following requirements must be met:
- Be at least 18 years old.
- Reside in Wisconsin.
- Have individual countable assets of less than $15,000. (Countable assets include savings, life insurance policies, stocks or bonds. A home or one vehicle is not considered a countable asset.)
- Be determined to have a disability.
- Be employed or be enrolled in a certified Health and Employment Counseling program.
- Have an adjusted family income of less than 250% of the federal poverty level, based on your family size. Contact the county/tribal social or human services department for additional information.

MAPP offers people with disabilities who are working or who are interested in working, the opportunity: to earn more income without the risk of losing their health and long-term care coverage; to have more assets; to save more of their earnings in Independence Accounts, which allows them to save for retirement, a new home, or other goods and services that add to their personal and financial independence; to receive the same health benefits offered under Wisconsin Medicaid; and to receive Wisconsin home and community-based waiver services (COP, CIP, Family Care, etc.), if eligible and available.
What is the Health and Employment Counseling Program?
The Health & Employment Counseling (HEC) program is a way to gain Medicaid healthcare coverage while planning for employment. MAPP/HEC Specialists are available to help develop an employment plan. By developing a plan that is approved by the Department of Health and Family Services (DHFS), participation in MAPP is available for up to 12 months. Application for MAPP must be made prior to enrolling in HEC.
What is the work requirement for MAPP?
A person meets the work requirement for MAPP if engaged in a work activity at least one time per month. This includes both paid and “in-kind” work. “In-kind” work is when a person provides a service for someone and in return, receives items that can be used to obtain food or shelter.
People occasionally experience serious illness or hospitalization that results in being unable to work. If a few qualifications are met, a work exemption for up to six months can be granted.
