Benefits Counseling
Find benefits counseling service providers in your area. If you are unsure of what type of benefits counseling services you need, contact the Wisconsin Disability Benefits Network (email wdbn@eri-wi.org or call 1-800-710-9326).
- Work Incentive Benefit Specialists (WIBS) assist people with disabilities by helping them wade through the complexities to make informed choices about the impact of work on their benefits. WIBS can provide a written and oral analysis of a person's services and benefits and how work will change their cash payments, medical coverage, and continued eligibility. Two types of WIBS in Wisconsin include Fee for Service or Purchase of Service Benefits Counselors and the Work Incentives Planning and Assistance Program counselors.
- Disability, Health and Employment Counseling (MAPP & HEC): The Medicaid Purchase Plan (MAPP) offers education and assistance to help people with disabilities maintain or get Medicaid healthcare coverage while employed or seeking work. The Health & Employment Counseling (HEC) program is a nine-month pre-employment program for people with disabilities who want to enroll in the Medicaid Purchase Plan (MAPP), but who are not yet employed. Through MAPP, people with disabilities who are working or enrolled in HEC may buy their Medicaid coverage by paying a monthly premium, based on income. Individuals with low income may not have to pay a premium. Contact your local MAPP / HEC Specialist.
- Disability Benefit Specialists (DBS) provide counseling for people with physical, developmental, and mental illness disabilities between the ages of 18 and 59. A DBS can provide cost-free information and counseling about public and private benefits programs and help people apply for or appeal the denial of benefits. Contact your local Disability Benefits Counselor (if applicable)
- Elderly Benefit Specialists (EBS) help people age 60 or older figure out their private or government benefits, including the complex issues around various prescription drug plans. They also provide counseling for individuals approaching retirement and not yet receiving benefits. An EBS can provide accurate and current information, suggest alternative ways to secure benefits or appeal denials of benefits, advocate with other parties, explain legal action or other possible solutions, and make referrals to an appropriate attorney if necessary. - Racine County Job Center: A center for people looking for work and businesses that need help finding qualified applicants. Job Centers are partnerships of government agencies and community-based organizations with a common goal: to make our community a better place to live by improving job opportunities through economic support, training and education. The Job Center offers resources for people seeking employment: workshops, job listings, job fairs, career counseling.
- Wisconsin Disability Program Navigators: Located within the Wisconsin Workforce Development Areas, DPNs help people with disabilities "navigate" through the challenges of seeking employment by connecting them with them with community resources. Navigators also collaborate with employers to facilitate employment for persons with disabilities. Contact a Navigator in your area.

- Burlington Taxi Company Burlington residents able to get in and out of cab without assistance from driver to locations in Burlington area (Town of Burlington, Browns Lake, Bohner’s Lake) for medical and personal needs. 262-763-3555
- Dial a Ride Transportaiton (DART) DART is for individuals with physical, cognitive, emotional, visual or other disabilities which functionally prevent them from using the fixed route bus system. The disability may be permanent or seasonal. DART is provided door-to-door, within 3/4 of a mile of the fixed route bus system. Contact 262-619-2438 for more information.
*If you live outside the Belle Urban System service area and think that you qualify for specialized transportation, please visit the Racine County Human Services website www.hsd.racineco.com and go to the section titled "Adults" then "Specialized Transportation." - Disabled American Veterans Ambulatory transport to Union Grove and Zablocki VA Facilities. - First Transit (formerly Laidlaw) Accessible transportation door to door for medical appointments and personal needs. Transports qualified residents of Racine County to locations in the city and county of Racine that are not accessible through the Bell Urban Bus system. 48-hour advance notice required for all rides. 262- 886-5321
- Kenosha-Racine-Milwaukee Commuter Link (KRM) Information on possible new modes of transportation and current studies.
- Kenosha Transit City of Kenosha public bus, connects to BUS at UW Parkside. Reduced fares are available for elderly and disabled. Kenosha Transit deploys a limited number of wheelchair lift buses on regular route service. Riders who need lift equipped buses are asked to call 262-653-4287 to match a bus to their schedule. A 24-hour advance notice would be advisable to match buses to route needs. You may also call 262-653-4290 for more information.
- K & S Transportation is provided to residents of Racine County to anywhere in Racine County, Kenosha County, and Milwaukee County for medical appointments and personal needs appointments. At least two weeks advance notice is required; no last minute appointments. 262-884-8755 or 262-634-2788
- Medix Ambulance and wheelchair transport. Will transport within City and County of Racine. Van transport also goes to Milwaukee, Kenosha, and Walworth Co. medical appointments. Requires 1 1/2 week notice for medical appointments. 262-637-1331
- Metra Commuter train service is available in Kenosha to downtown Chicago, intermediate points and the entire METRA rail system around Chicago. In addition, METRA trains connect with the Chicago Transit Authority (CTA) buses and elevated trains in the city and 38 nearby suburbs. No direct Belle Urban System service is available to the METRA station in Kenosha at 5262 13th Ave., but Wisconsin Coach Lines does make a stop at the station. 312-322-6777
- Racine Yellow Cab Residents of Racine County for medical and personal needs who can enter/exit cab with no assistance may ride. 262-634-2222
- Recovery Transport Advance notice required. Racine/Kenosha to Milwaukee. Will do in-city appointments if space is available. 262-633-1484
- Senior Cab For Burlington area residents (ask geographical range) will transport from the west end to Milwaukee or local appointments. Riders must be ambulatory. 262-949-8294
- Shuttle Bug Transports residents of Racine County to locations within Racine County. Must give 10 days advance notice for transportation to locations outside the City of Racine. 262-554-0063
- Skill Bank Must be over age 60 to use transportation: ambulatory only, driver provides transportation in their own vehicle. To contact the Skill Bank, call Monday – Thursday between 8 am and 1 pm, 262-637-7515.
- Tietel's Transport This van service conducts rides for medical or non-medical appointments for Burlington and Waterford area residents. Person must be ambulatory. Call for local trip fees, 262-206-7043.
- Transtar Medical Transport Transtar Medical provides accessible non-emergency medical appointment transportation primarily between Racine and Milwaukee Counties. They will also transport those who may need to be on a stretcher.
